Ask ten dog owners what taurine does and nine will tell you it's a cat thing. They're not wrong, exactly. Cats can't make taurine at all, so cat food is legally required to add it. Dogs make their own, so dog food isn't required to add anything.

What we found when we looked
Dogs don't all build it at the same rate. Size, breed, age and what's actually in the bowl all change the number. Large breeds and slow builders run closest to the line.
And cooking takes it out. Taurine is water-soluble and heat-sensitive. Extrusion, boiling and high-heat processing pull a good part of it out of the meat long before it reaches the bag. Two foods that read the same on the label can be worlds apart by the time they're in front of him.
